Roger Bañuelos, MAOM
President

As President of Element Consulting, Inc., Roger Bañuelos has spent more than three decades helping public agencies transform their visions into lasting community assets.
His career has been guided by a simple philosophy: “Bringing the Right Elements Together for our Clients’ Success.” Whether leading complex school bond programs, managing major infrastructure projects, or serving in public education leadership roles, Roger believes successful projects are built on collaboration, trust, and a shared commitment to excellence.

Over the course of his career, Roger has led and supported the successful delivery of more than $1 billion in educational, civic, and public infrastructure projects, helping create facilities that strengthen communities and serve future generations.
Roger brings a well-rounded perspective shaped by experience in nearly every role within the project delivery process, including school board trustee, charter school founder, owner’s representative, bond oversight committee chairman, program manager, CMAA membership committee director, and licensed general contractor. This broad experience helps him understand stakeholder priorities at every level and guide projects from concept to completion with confidence and clarity.
Roger earned a Bachelor of Science in Civil Engineering from the University of Southern California (USC) and a Master of Arts in Organizational Management from the University of Phoenix. He combines technical expertise with strong leadership skills, helping clients navigate the complexities of planning, funding, design, construction, and compliance.
Much of Roger's career has been dedicated to educational facilities. For more than 25 years, he has managed K–12 and higher education capital improvement programs, overseeing projects ranging from $10 million campus improvements to bond-funded programs valued in the hundreds of millions of dollars. His expertise in lease-leaseback delivery, Guaranteed Maximum Price contracting, bond compliance, and project controls has helped school districts and colleges across Southern California successfully deliver facilities that support student success.
Prior to co-founding and leading Element Consulting, Roger held leadership positions with some of the industry's most respected firms. As Deputy Project Director for Swinerton Management & Consulting, he played a key role in delivering the $350 million Pierce College Bond Program, part of the Los Angeles Community College District's landmark $6.1 billion bond initiative. Earlier in his career, he spent more than a decade with Turner Construction Company as general contractor, managing major projects including the USC Norris Dental Center, and projects within the Los Angeles Unified School District and City of Los Angeles Library Bond Programs.
Roger later joined ARCADIS U.S., Inc., as Vice President of Education for the Western United States and rose to Southern California Area Operations Manager, overseeing more than 115 professionals across education, transportation, and water infrastructure markets. In this executive leadership role, he was responsible for business strategy, project delivery, client satisfaction, and the successful management of large public-sector programs throughout California.
As Senior Vice President & Regional Manager for Seville Construction Services, Inc., Roger managed the company’s overall involvement and project delivery for multiple major public education programs. His leadership included serving as Program Manager for the $457 million Colton Joint Unified School District Bond Program, Program Executive for the $500 million San Bernardino Community College Bond Program, and Principal-In-Charge/Project Director for the $337 million Rancho Santiago Community College District Bond Program. Through these roles, Roger provided strategic oversight, stakeholder coordination, and delivery leadership for complex capital improvement programs.
Beyond his professional accomplishments, Roger remains deeply committed to public education and community service. Since 2008, he has served on the Wiseburn Unified School District Board of Trustees, including terms as President and Clerk. He is also one of the original founders and a past board member of Da Vinci Schools, helping shape innovative educational opportunities for thousands of students.
Today, Roger continues to lead Element Consulting with the same values that have defined his career: integrity, accountability, collaboration, and service. These principles guide every client relationship, project decision, and team interaction, ensuring successful outcomes and lasting partnerships. His passion for building strong teams and bringing together the right expertise, resources, and partnerships has made him a trusted advisor to clients across California and a respected leader within the construction and education communities.
